Within Reach was a special one-time program that provided grants to community-based organizations and community health centers in Massachusetts to provide enhanced outreach and application assistance services to engage low-income consumers who may be eligible for, but not yet enrolled in public health coverage programs. The program was administered by the Blue Cross Blue Shield of Massachusetts Foundation, in collaboration with the Massachusetts Executive Office of Health and Human Services.
