Notwithstanding any general or special law to the contrary, the terms of the initial members of the public health council, Public Health Council site, established by section 3 of chapter 17 of the General Laws, to be appointed on February 1, 2007, shall be as follows: 3 providers and 3 non-providers shall serve initial terms of 3 years, and the remaining providers and non-providers shall serve initial terms of 6 years, as designated by the commissioner of public health.
