Notwithstanding any general or special law to the contrary, the state comptroller shall transfer $25,000,000 from the General Fund to the commonwealth health insurance connector, established under chapter 176Q of the General Laws, for administrative and operating expenses of the connector, including, but not limited to, marketing efforts associated with educating and increasing the awareness of uninsured residents of the commonwealth as to their options for becoming insured through the connector.
