Notwithstanding any general or special law to the contrary, as of September 30, 2006, the comptroller shall transfer all monies remaining in the Distressed Provider Expendable Trust Fund, established by chapter 241 of the acts of 2004, to the Essential Community Provider Trust Fund, established by section 2PPP of chapter 29 of the General Laws.
