Tricia McGinnis

Director of Delivery System Reform, Center for Health Care Strategies

Tricia McGinnis works on initiatives that reform the delivery of care and financing of health systems to both improve the quality of care and reduce cost of care received by Medicaid beneficiaries. Ms. McGinnis is leading the organization's multi-pronged efforts to advance Accountable Care Organizations in Medicaid programs and among Medicaid providers, including the Medicaid ACO Learning Collaborative, funded by The Commonwealth Fund and the Massachusetts Medicaid Policy Institute. Ms. McGinnis also leads Leveraging the Medicaid Primary Care Rate Increase, an initiative designed to help Medicaid agencies from seven states implement the Medicaid primary care rate increase mandated under health care reform. She is also a member of the CHCS team providing technical support to the Aligning Forces for Quality initiative, the Robert Wood Johnson Foundation's signature effort to lift the overall quality of health care throughout 16 communities across the U.S.Prior to joining CHCS, Ms. McGinnis managed the provider performance measurement, improvement, and transparency program as a senior program manager at Blue Shield of California. She also worked in research capacities at the Institute of Business and Economic Research and Health Research for Action.Ms. McGinnis holds a master's degree in public policy and a master's degree in public health from the University of California, Berkeley.  She received a bachelor of arts in political science and economics from Kenyon College.
